As it is turned off it won’t pose any issues, you can click on Remove. What happens when you do? Does that fix your issue?

To learn more about those types of campaigns I’d suggest reaching out to Google directly. This is the only thing I could find so far:

Hello, I must probably explain myself badly.

The campaign: LocalService Campaign:System Generated does not appear anywhere in my ADS account and not at all in the merchant center account, it is indeed linked to the module.

Thanks! I did a quick check on our plugin’s code and I didn’t find anything related to “LocalServicesCampaign:SystemGenerated”, so this must’ve been pulled from your Google account. Going back to my first reply from yesterday, the only such instance I could find for this was in a Google Forum. I’d advise on asking there for more details about this.

Regarding deleting the campaign, I don’t see any problem in doing so, as it is not a campaign you created or want to use, the message you receive is a default warning message shown before removing any campaign, you can click on “Remove campaign” after that to fully remove it.

If you want to be extra sure before doing so, you can keep it disabled while you reach out to Google’s community for more details, though. Here’s a direct link to doing that: https://support.google.com/google-ads/thread/new?hl=en&sjid=6417920422646037555-NA.
