We aren’t able to replicate the issue on our end. Can you please update the Email Subscribers plugin to the latest version and check if the issue is resolved or not?

Also, if you can further confirm if the issue is coming also when only the Email Subscribers plugin and default WordPress theme is active, that would be helpful in ruling out the possibility of conflict with other theme or plugins.
You can checkout Health Check & Troubleshooting plugin which deactivates plugins and theme only for the current logged-in admin user.

the problem is there even after updating the plugin and deactivating the theme and all plugins. But now I see 1.001 in rules and 913 in tab.

I understand where the wrong calculation comes from. They are the users subscribed to two lists, the broadcast counts them as double for me.

We have tried to replicate this issue at our end with your use case but still, it isn’t getting replicated in our testing.
