Can a custom settings filter add charts api options?

I see in your docs (https://github.com/Codeinwp/visualizer/wiki/How-can-I-populate-chart-series-and-data-dynamically%3F) I can create a settings filter.
1) does this allow me to control/alter “options” in the google charts API call? Could I specify a (google chart) option like {hAxis.slantedText, false}?
2) do you have even a basic example of how to use a settings filter?
