Can Developer Tools be used to create Plugins?

  • I see the description of your plugin says:

    It also generate template code for theme development.

    So that got me wondering if it could be used to generate the template code for Plugins instead or as well. I presume the template code means for things that are switched on or off, extra menus and so on. If not could it be modified to do so?
