    Yes, you can. You’ll need a role management plugin though.

    The one I recommend is called Members by Justin Tadlock: https://www.ads-software.com/plugins/members/

    What you’ll do is install the plugin, go to Users->Roles. From there, edit the Subscriber role.

    Check the box that says: upload_files

    Save.

    Now your subscribers should be able to change their picture.

    The problem now is that Subscribers can access the main Media Library,
    Seen there all Media on site (Used or not).

    Can that be somehow changed?
