can I add a popup on open one specific page?

I’d like to add a popup when a visitor clicks to open one specific page on my site, which asks them a question before they go to the page. Preferably, I’d like the page to open, with the popup to be a big black transparent box covering it. Depending on their answer, the box either disappears, and they can see the page, or they are redirected to a different page. Is this possible? If so, how can I do this? It’s mainly for kids – If you couldn’t guess. ?? But there’s one page for parents. I’d love and truly appreciate any ideas!
