Can I add a sticky post slider at the top of blog page?

Yes, you can add.
To insert slider above the blog, edit blog page > ocean settings metabox > shortcode tab and add the shortcode after header or above content field.
you can get the Shortcode from the Theme panel > my library, create a template.
Or you can use the plugin for this and use the shortcode of that plugin.

Is there a way to just add an introductory paragraph above the blog posts on the blog page? I would like to use the blog post as my home page, but I need to add a little intro above the blogs. Is this is this possible?
