Can I copy production installation and create a test version?

I tried to copy the production directory of my wordpress site to a test folder and point another database and domain at it. Didn’t work. What else do i need to do other than edit the wp-config file? Can I even do this with the plug-ins or do I have to rebuild the whole site from scratch and re-install the plug-ins?
