Can I customize my site with wordpress.COM

  • I am new to WordPress.
    I created a webpage with wordpress.com with the free plan(not .org) but then I realized I am unable to use custom CSS, or javascript and jQuery, which makes my site VERY limited to the default template that I am using.

    Now my question is, is there a way to customize the template with more CSS (or simply write my own CSS for the whole site) and to also add some jQuery UI/ javascript in the page using my wordpress.com free subscription?

    If not, what should I use/ subscribe to, in order to achieve my goals? Can I do it without using .org?
