Can I make the table show ALL rows?

Yes, that’s no problem. If you want this is an option for the user, just use the TablePress Extension from https://tablepress.org/extensions/length-change-all-entry/

If you wnat to show all rows initially, just uncheck the “Pagination” checkbox on the table’s “Edit” screen.
