Can I make this site with wordpress?

Hi.
I have an idea for a webpage I wanne make for my WordPress site, but I am not sure how I can make it, or if I can.
Here is what I need:

Main thing:
– I want to have a webform, with adds on both sides of the form
Also needs to have:

– Need to have a lot of ads on my webpage, and I want it to be random which add that shows up when a person visits the site.
o For instance for add area nr1, I want it to be random if add A or add B shows up when a person visits my site

-I want to have ads both on my left and right side of the form. (Guess this will be in my sidebars.)

– I want to use some sort of GEOIP for my ads, so there will different ads for the different countries that visits my site.

– I want the ads to be jpeg, or gif files I upload myself.

– First of all can I make this page with wordpress? Or do I need some other tool?

o Got any tips for plug-ins, themes, and how I can do this?
