Can I put an interactive tabpanel in a popup?

I have found instructions for using PopUp Maker with the Divi Theme, but I need to know if a tab panel would be functional within the popup?
There is no page with the popup enabled yet; I wanted to know if this will even be a possible function.
My client would like to replace the slider that is currently on his home page with a three column layout in a row that contains text and images – and – then when a site visitor hovers hover (mouse-over) one of the “panels”, a tab panel will appear in a popup which will also respond to mouse-over.
