Can I send forms to all registered users of a specific User Role?

I have a form I’d like to be sent to every user of a specific User Role.

I could set the form up manually to be sent to every member of that level, but the users within that user level change constantly and this would require constant updates of the form.

Is there a way to simply have a form send an email to every member of a specific Role?
