To clarify, are you wanting more of a forum layout where there are three rows of threads that are separated by tag topics and then a visitor can click on one of the topics and get sent to all the posts with that tag?

Having a lot of experience with the P2 theme, I am not sure it will provide what you are looking for. I would think that the bbPress plugin would be a better option for you:
