Can I setup a link to download a word file?

What if I have a huge 800mb .rar file I’d like to setup with a download link? Can I accomplish this manually?

I’ve placed my file within my uploads folder and setup a link serveral different ways to it and can’t seem to get it to download. If I right click and save target as…IE9 tells me *******_rar couldn’t be downloaded. Is it because of the underscore? The properties of the link looks fine to me, though.

I’m no html expert by any means, but, this is pretty simple stuff.
