Can Not Assign Staff to Shifts

After I created Shifts, Staff, Location I can not assign staff to the shifts. When I click on the CHOOSE STAFF MEMBER the page flicker and scroll back to the top of page. There is no error message or notice of reason for not able to select Staff member for shifts.
