Can not create shipping methods on any shipping zone.

Whenever I try to create a shipping methods on any shipping zone I can choose what kind of method flat/local/free and click Add, I see a bit of spin and then nothing, the method is not created.

I have tried deactivating and reactivating WooCommerce, deactivating and reactivating shipping.

I have checked the browser console, there are no errors there.

I have also checked apache error log, there are no errors there.

Normally, after adding the method you get links to edit its properties like this

I have checked the database, I get records on
woocommerce_shipping_zones, woocommerce_shipping_zone_locations and woocommerce_shipping_zone_methods.

but no records on wp_options. On a working installations I get this kind of records in wp_options
