Check to see if your host has added any protection or delete plugins which should disable them. You can do that through ftp.

Talk to your host. That message is from the server and something they have added for increased security. It is not a WordPress message.

Okay I have tried the following options from that page but it’s still not working:
-disabled all plugins via pHpMyAdmin
-disabled the theme via pMA
-checked the login.php file but it was already set to what it said it should change it to
-edited my password again through the tables
Checked the siteurl value in the wp-options
