Can one revision be edited by multiple users?

We noticed that if a user creates a revision, then other user cannot edit this revision.
Probably there’s no special capability for this.
We find it limiting because pages are created by a team of people, they are cooperating.
Is there any way how to set it up?

We are not familiar with User Role Editor but we do have our own user role plugin called PublishPress Capabilities
On PublishPress Capabilities, you can control it here:
Maybe you can try check and find an equivalent setting on User Role Editor
