Can "Page Links To" be limited to one page template?

I’ve created a template named “External URL” and removed the content editor, leaving only the “Page Links To” dialog.

I’m trying to figure out how to make this template unique, such that the “Page Links To” dialog doesn’t show up in any of my other templates.

Is there a way to do this?
