Can Plugins that has been Installed but not Active Causes Server Load?

  • My website is experiencing high server load and sometime, out of memory including the swap memory.

    During the peak period, the server load is too high (up to 24%) and memory used is sometime 100% and my site will not load again except I reboot because am using VPS.

    My hosting company, hostgator said some plugin on my site used up the memory and there reaching limit which cause apache to turn off, and that I should remove some irrelevant plugins to reduce the memory usages and I should upgrade to high package.

    I received more than 100% traffics more than what I used to get before.

    The question am asking now is that, can plugins that I have deactivated but not deleted and those ones that I installed without activating them also cause the problem?
