Can product variations have independant linked products (upsell and crosssell?)

Hi there
Can variable product items, have independant cross-sell and up-sell products, for each variation?
Say I have a “hat” and a “Scarf” item
The variable is color
If I choose a black hat, I want to show a black scarf as the cross sell item on the cart page
Is that possible at all? It seems you can only assign linked products at a root product level
