Can Someone Tell Me What This Is?

I’ve seen this on alot of wordpress blogs, but I can’t seem to find out what it is / what its called.

Up at the top, that rectangle box with the tabs on it. Eg, “Competitions” “Get Reviewed” “Popular Posts” etc.

I think its a plugin, right?

Where can I get more info on it?
