can the be moved to tools rather than settings in the menu?

My users cannot enter their own data as they do not have access to the settings tab, so it is essentially useless unless on a multi user site. I had it there before, not sure how it got there since I took this network over from someone else, but after the last update its in settings instead of tools and its killing me!!!!!
