Can the plugin work this way?

I think I’ve looked at all possible options and I think your plugin is the one to come close to solve my issue.

I have a few wpms networks, each with some subdomains and other subs using its own domains.

I am basically looking for the solution to work like this:

Super admin and some staff members have one central login to all sites.
Some staff only log into the network they are assigned to.
Users should no be able to log into other wpms, perhaps some supports or info subs on that same network.

You say they should use the same login page for linked sites, it’s not a problem for me as a super admin but how would you solve this for users on other networks as described above?
