Can the visitor submit request from cart page?

Can a visitor submit their name and email address(and phone number ) within the cart where they see all their products, instead of having to be redirected to “check out page”?

I think its a long and scary page that cause abandonment. and i want to skip the step where they have to be redirected to a new page.
