Can this be act- and deactivated repeatedly?

I’ve got some widgets that can no longer be edited in 5.8x and also need to use a widgets-by-roles type of plugin to limit widget display by role. The latter doesn’t work for block widgets… it requires the old style interface.

So my question is whether the Classic Widgets plugin can be activated to carry out those types of task, and then deactivated again to carry on with the new method? Or is this going to break things?
