Can this be done?

I would like to have a theme that allows for a plain header (just a color) or a header graphic. But can you have it so that if you enter a text somewhere (file or theme config) that text will be “written” over the header (plain color of the graphic)?

Ideally you should be able to select the font, size it and position it.
