Hello @toad78 – No, unfortunately it can’t detect if a plugin is actually being used. That’s mainly because there’s not really a single definition of what it means for a plugin to actually be used.
For some plugins, that’s relatively easy to detect – for example, if a plugin adds shortcodes or blocks, it’s pretty straightforward to search the database and see if those are in use. Other plugins are being used just because they are installed and activated. Others require some configuration before they can actually be of use, but how that configuration works is unique to each plugin so there’s no easy way to detect if it’s been done or not.
I know that once a site is large and has lots of pages, categories, posts, etc it’s really hard to tell if deactivating a plugin makes any undesirable changes to the site. It’s definitely a challenge for the WordPress community that remains to be solved.
