Can we create a custom template?

I have a list of websites, documents, and resources to offer site visitors. However, I need a different layout to display the data. For instance, I want to have a list such as with the Excerpt Plus template, and include elements like the categories and department right in the initial excerpted listing. Then, when they click the listing it allows them to read the full biography. I’d also love to change how the categories directory is displayed – e.g. much tighter and in a left or right sidebar.
Am I able to do these things? Thank you!
