Can Wordfence do better?

I’m using Wordfence with the security network enabled. Clearly, things are slipping through that I should never see. For example, I just got a login attack on my wp-admin.php, from IP 92.83.143.84, Romania, that is on 4 different black lists last time I checked at https://www.tcpiputils.com/dns-blackhole-list
It also shows there are 66 different spam hosts on that IP network, 92.83.0.0/16.
Even more alarming, Project Honey Pot reports that IP has been in criminal use for about 7 years!

I simply can not comprehend why Wordfence did not block this when I have enabled “Participate in the Real-Time WordPress Security Network.”
