Can you make a dummy testing site on WordPress?

Hi – Has anyone created a “dummy” wordpress site and then gone live with it?

I want to update a current website but don’t have the luxury of having the site offline to make edits and testing.

I reckon it will be easy enough (famous last words) to copy/paste existing content into a new WP account and theme and then customise the plugins , test etc and then go Live when all is done?
