Can you make it so new users need to be approved before they can log in?

    Forgive me if this is an obvious question, but is there a way to make it so that new users must be approved by admin before they are allowed access to the site?

    Also, how do you prevent the general public from viewing the forum?

    I want to make a private forum basically that can only be accessed by invited members or those that have submitted an approved request via the site.
