Can you make the pop up responsive to scale a .jpg to the right size for mobile

Have a pop up on page load there and looking to get it to scale so that it will look ok on iPhone and android. Right now it just loads the entire 800px by 600 px image and does not scale it.
It looks good on a computer screen but terrible on mobile.
Does anyone know how to do this?
