Canadian Zone Type Missing?

Hi, I have all the Canadian provinces set up yet Newfoundland does not have a Zone Type, while all the other provinces do. Is there something I’m missing or is this a glitch? Seems when a visitor from Newfoundland makes a purchase on the site the order will not complete.
