Cancel button on Recent Orders

Hello!
I don’t understand why there is a cancel button on the customer my account recent orders. It’s still appearing even if The order is set as concluded.
How do I make that cancel button not available for customers?

I’m using payment on delivery while I’m developing the store. I intend to use paypal and I’m concerned that user can cancel the order after the payment.
