Cannot add new tags after installed Manage Tags Capability

i needed tags like check box so i have added Manage Tags Capability and it works fine at edit post page but it does not work at quick edit . then i could not add new tags at post page even i’m administrator account , it shows New tags can be added by an administrator. message like this ! so every time i should go to tags page and add new tags. i want to add new tags same page of edit post as well as i need this check box in quick edit page also. so please help me !
