Cannot add Tax Rates via CMS

I am having an issue adding in new tax rates directly into the tax classes.
When I go into an individual tax class there’s no fields to enter tax classes and when I click ‘Insert Row’ nothing happens. I can import tax classes via a csv but this only adds new tax rates to the ‘Standard’ tax class where I need to add a new rate to the ‘Zero Rate’ class.
Has anybody else had this issue and does anybody know a fix for this issue?
I’m using the theme ‘Responsive’.
