Cannot change option notify_email_after from settings

    When I update the setting notify_email_after (called email_after in the form) from the settings page, it doesn’t update but falls back to the default of 1. I have tried this on five different sites with the same result.

    This value is related to the X in “the [X] lockouts increase the lockout time to the [Y]” setting and can’t be higher than it, b/c after Y hours the information about lockouts gets purged.
