cannot create an event with no category

I am not sure if this is a feature or a bug, but it is at least inconsistent behavior.
I created a number of events, and I have a single event category. My expectation was that some events would be in this category and others would have no category. However, using the editor, if I unselect the category and update the event, I find that the category becomes selected again and the event still appears in the category.
On the other hand, if I use Quick Edit I can remove the category and get the desired behavior.
Please advise: is there a bug in the editor, or is it required that an event have at least one category?
