Cannot Create HD Quality Certificate

Now I am trying to modify certificate template. When I created a certificate, it has low quality picture. I tried to create a HD background image about 2480x3508px (A4 paper size). But the certificate was cropped about 800px. The result still blurry and cropeed.

Any solution?
