Cannot delete users despite permission

I have created a user role which has permissions to edit and delete all other accounts. But when I log in with that user role, it’s impossible to delete accounts. The option simply doesn’t show up anywhere.

Also, in order to make it possible to edit other accounts, I have to allow this user role to edit and delete it’s own account. This is not what I want to happen, so I guess this is a bug.

Hope anyone can shed some light.
