Cannot download back-up file?

Hi there I have been trying to move my wordpress blog from my old website to a new website, and when we use the export plug-in, the file cuts off at 100MB every time. The old host says it is a a bandwidth problem, but my programmer says it is on their side. I’m at an impasse. Any idea how to do download the entire back up folder of about 8000 posts?
