Cannot find Media Cleaner Settings!

Hi,

This must sounds awfully silly, but I cannot find the Media Cleaner settings. If I go to Settings, it simply is not one of the options. I even deleted and reinstalled, changed my language to English, but I cannot think of what else to do to have Media Cleaner show up under my WordPress site settings.

What can be happening here? Or have I understood the instructions completely wrongly?
