Cannot import WordPress XML, says “file is empty” and it’s not

I’m running WordPress 2.2.1 *locally* with XAMPP on Windows.
I’m trying to MANAGE –> IMPORT WP’s own XML file (which I downloaded from my real WP installation on a remote server), but when I do I get an error:
“File is empty. Please upload something more substantial.”
The XML has already been “uploaded” to the WP-CONTENT/UPLOADS directory (remember, I’m not on a server, but running XAMPP on my own laptop computer) and since the XML file is almost 18MB, I have raised PHP.ini max filesize settings to 20MB.
Why does WordPress still tell me that the “file is empty”?
I’ve searched the issue here and there are two topics, but none of them ended with a resolution of this.
