cannot insert a picutre

I cannot insert a picure i can upload them and see them and edit them but when i click insert into page it does not put the code in the page I can edit a page and put test in. also when i try to add a custom menu i just get a spinning circle. i have have no other problems ive had host turn off mod security 2 and same problem cant insert . Oddley i can create a gallery anyone have any ideas, permalinnks were not working i had host turn on mod rewrite and that fixed that problem.
