Cannot install theme from dashboard after upgrade

    Upgraded to WP3
    Then attempted to install a new theme from the dashboard.
    I get the error message

    Could not create directory. /wp-content

    Are there any known issues with installing themes from the dashboard after an upgrade?
    Any pointers as to what might be the source of the problem?
