Cannot Log into my admin area for Word Press

Hello, this is my 1st post. I am fairly new to WordPress (WP), however after being logged into WP for some time (usually a couple of hours) it reverts to a generic screen with WP circled and several different nationalities in a drop down box. When I select English, it takes me to a form that reads “Welcome to the famous five-minute WordPress installation process! Just fill in the information below and you’ll be on your way to using the most extendable and powerful personal publishing platform in the world.”

When I fill out the form nothing happens, it just hangs…this is obviously some sort of WP bug. Is there a workaround.

I appreciate any help I can get!
