Cannot Move Menu Items In Custom Menu

Im editing locally and have no way of posting an url, but i hope someone can still help me.

I set a custom menu up, and made it the way i want it. today, i went to add another item but now i cannot move each item up or down. and now the items say ”pending” beside them.

i know i have not edited any file that would do this, so, im at a loss.
