Cannot publish new posts, pages nor create new users

  • It was functioning all very well, but since a few days I cannot publish new posts,new pages or create new users. The button publish does not apper, now there are two buttons: Save draft and send to review. If I click on one of them nothing happens. If I try to create a new user I cannot do it because when I click on Save the page refreshes but the user does not create.

    I disabled all plugins to see if it was the problem, but no. I updated to the latest version (3.8.1) but it did not solve the problem.

    What could I do to solve this?
